Brig Gen Aheebwa Unpacks the Instruments of National Power for UWA Leaders

Addressing leaders of the Uganda Wildlife Authority (UWA) undertaking an intensive three week Transformative and Leadership Development Course at the National Leadership Institute (NALI) in Kyankwanzi, Brig Gen Nelson Aheebwa delivered a masterclass on Instruments of National Power. As the Deputy Joint Staff Political Commissar (JSPC), he outlined how a nation’s power is projected through four foundational instruments.

Brig Gen Aheebwa detailed the core pillars of the classic strategic framework, explaining that military power extends from direct warfare to international peacekeeping and defense diplomacy; economic power leverages trade, financial aid, and global institutions like the IMF; diplomacy operates through formal channels, embassies, and multilateral bodies like the UN and AU to advance national interests; and information acts as the vital “oxygen” that drives all other instruments. He stressed that these tools must act in collaboration to protect interests and shape international perceptions.

Ultimately, this comprehensive strategy aims to equip UWA leaders engaging with tourists and wanainchi with the right ideology, ensuring ideological alignment and sustainable national progress. By harmonizing military deterrence (peace through strength), diplomacy, economic leverage, and strategic information management, Uganda’s top conservation leaders can influence and protect Uganda’s core interests.
